Plan released May 2025; errors reported Nov 22, 2025.

What the AI said

At least four citations, including 'The cost-effectiveness of a rural retention program for registered nurses in Canada' and 'The cost-effectiveness of local recruitment and retention strategies for health workers in Canada'.

What was actually true

Named co-authors said the first citation is 'false' and the second paper 'does not exist'. Deloitte acknowledged four citations were incorrect.

Cost or impact

The province paid Deloitte C$1,598,485 for the 526-page plan. By March 2026 the government was 'reviewing options related to compensation', and vendors must now disclose AI use; the province can audit it. Deloitte stands by the findings.
